Theo số liệu từ Cục Thống kê Bộ Tài chính, tính đến ngày 30/6, tổng vốn nước ngoài đăng ký trên cả nước đạt 34,65 tỷ USD, tăng 61% so với cùng kỳ năm ngoái. Đầu tư nước ngoài đã có tác động dây chuyền đáng kể đến sản xuất công nghiệp, xây dựng và chuỗi cung ứng trong nước.

Đây là bước cần thiết để nâng cao hiệu quả quản trị và cải thiện môi trường kinh doanh, nhưng có thể gây ra “giai đoạn chuyển đổi hệ thống” trong ngắn hạn. Tác động của yếu tố này có thể ảnh hưởng đến thời gian phê duyệt dự án, khả năng phân bổ vốn và nhận thức của nhà đầu tư về tính nhất quán chính sách.

Chính sách ưu đãi không nên chủ yếu dựa vào quy mô vốn hay địa bàn đầu tư mà cần kết hợp với những kết quả mà nhà đầu tư đã hứa hẹn như mức độ nội địa hóa, chuyển giao công nghệ, sử dụng nhà cung cấp trong nước, đào tạo nguồn nhân lực, hỗ trợ doanh nghiệp Việt Nam tham gia chuỗi cung ứng.

Từ khâu lựa chọn dự án, các tiêu chí liên quan đến công nghệ, đổi mới, giao tiếp với doanh nghiệp trong nước và lộ trình thực hiện các cam kết cần được bổ sung. Các biện pháp ưu đãi cũng cần được lồng ghép trong quá trình thực hiện dự án và chỉ được thực hiện sau khi nhà đầu tư thực hiện đầy đủ cam kết của mình. Bên cạnh cải cách chính sách ưu đãi đầu tư nước ngoài, Việt Nam cũng cần xây dựng các kế hoạch phù hợp để hỗ trợ doanh nghiệp trong nước nâng cao năng lực kỹ thuật, trình độ quản lý và chất lượng sản phẩm.
