Hơn ba mươi năm sau khi gia nhập ASEAN, Việt Nam tiếp tục là nhân tố quan trọng thúc đẩy sự gắn kết và phát triển của ASEAN. Tiến sĩ Arisman, Giám đốc Trung tâm Nghiên cứu Đông Nam Á Indonesia (CSEAS), cho biết trong cuộc phỏng vấn với phóng viên Thông tấn xã Việt Nam tại Indonesia rằng Việt Nam không chỉ là thành viên tích cực của ASEAN mà ngày càng đóng vai trò mang tính xây dựng trong quá trình xây dựng cộng đồng ASEAN.

Giám đốc Arisman chỉ ra rằng kể từ khi gia nhập ASEAN 31 năm trước, Việt Nam đã có những đóng góp quan trọng vào 3 trụ cột của cộng đồng ASEAN. Trong lĩnh vực chính trị, an ninh, Việt Nam luôn ủng hộ vị trí trung tâm của ASEAN và đóng góp tích cực vào việc duy trì hòa bình, ổn định khu vực và ngăn ngừa xung đột.

Trong quá trình phát triển chung của ASEAN, Việt Nam đã trở thành nền kinh tế năng động và đóng vai trò ngày càng quan trọng trong chuỗi cung ứng khu vực. Việt Nam tích cực tham gia Cộng đồng kinh tế ASEAN (AEC), Hiệp định Đối tác kinh tế toàn diện khu vực (RCEP) và các hiệp định thương mại tự do do ASEAN dẫn đầu, tạo điều kiện thuận lợi cho việc thúc đẩy kết nối kinh tế và đầu tư. Dẫn đánh giá của Ngân hàng Thế giới (WB), Arisman cho rằng, Việt Nam hiện đã trở thành một trong những trung tâm thương mại quan trọng ở Đông Nam Á và nằm trong nhóm các nền kinh tế tăng trưởng nhanh nhất khu vực.

Về các trụ cột văn hóa, xã hội, Việt Nam tích cực thúc đẩy hợp tác trong các lĩnh vực như phát triển bền vững, ứng phó với biến đổi khí hậu, quản lý thiên tai, giáo dục, y tế và giao lưu nhân dân. Đặc biệt, Việt Nam đã chủ động đề xuất các ưu tiên mới như tăng trưởng xanh, chuyển đổi số, đổi mới sáng tạo và phát triển bao trùm để góp phần xây dựng chương trình nghị sự dài hạn của ASEAN.

Về đóng góp của Việt Nam tại Hội nghị Bộ trưởng Ngoại giao ASEAN lần thứ 59, Giám đốc Arisman tin tưởng Việt Nam tiếp tục thể hiện vai trò là thành viên tích cực và có trách nhiệm trong củng cố đoàn kết, tăng cường tự chủ chiến lược và thúc đẩy hợp tác thiết thực.

Ông chỉ ra rằng trong bối cảnh cạnh tranh giữa các nước lớn ngày càng gay gắt, Việt Nam nhấn mạnh sự cần thiết phải duy trì vị trí trung tâm của ASEAN, tăng cường đoàn kết nội bộ và tận dụng hiệu quả các cơ chế chỉ đạo của ASEAN như Cấp cao Đông Á (EAS), Diễn đàn khu vực ASEAN (ARF), ASEAN+.

Về các vấn đề khu vực, đặc biệt là vấn đề Biển Hoa Đông, Việt Nam khẳng định giải quyết tranh chấp bằng biện pháp hòa bình trên cơ sở luật pháp quốc tế và Công ước Liên hợp quốc về Luật Biển 1982 (UNCLOS). Arisman cho rằng những quan điểm này cho thấy Việt Nam không chỉ tham gia tích cực vào tiến trình ASEAN mà còn chủ động đề xuất các sáng kiến, giải pháp nâng cao khả năng thích ứng và củng cố sự gắn kết của ASEAN.
