Trong quá trình phát huy nguồn lực y tế chất lượng cao đến tận tuyến cơ sở, Việt Nam cần khẩn trương đẩy nhanh việc hình thành hệ thống bác sĩ gia đình, phát huy vai trò “người gác cổng y tế”, thực hiện các chức năng sàng lọc sơ bộ bệnh, phân loại khoa học, chuyển tuyến có trật tự, chuyển bệnh nhân khỏi nguồn, giảm áp lực một cách hiệu quả cho các bệnh viện tuyến trên. Trọng tâm đầu tư công cần chuyển dần sang các trạm y tế cấp thị trấn, huyện, tập trung cải thiện điều kiện cơ sở hạ tầng và cập nhật trang thiết bị y tế, thay vì tiếp tục tập trung xây dựng các bệnh viện tuyến trung ương lớn.

Về quản trị số toàn diện, Việt Nam cần bắt buộc kết nối dữ liệu y tế và đồng thời triển khai hồ sơ bệnh án điện tử trên toàn quốc; đẩy mạnh mạnh mẽ việc chẩn đoán, điều trị từ xa, tư vấn trực tuyến và thanh toán bảo hiểm y tế điện tử nhằm tạo nền tảng vững chắc cho việc xây dựng mô hình bệnh viện thông minh. Đồng thời, cần chuyên nghiệp hóa đội ngũ quản lý, phân biệt rõ ràng chức năng tài chính, quản lý nhân sự và chức năng chẩn đoán, điều trị chuyên môn trong các cơ sở y tế. Ngoài ra, cần hiện thực hóa tính độc lập của chuỗi cung ứng y tế quốc gia và tập trung xây dựng các cụm công nghiệp chuyên sâu để sản xuất nguyên liệu dược phẩm, thuốc tân tiến và thiết bị y tế dùng một lần.
