Quy hoạch điện lần thứ 8 điều chỉnh xác định phát triển hệ thống lưu trữ năng lượng là giải pháp then chốt để sử dụng hiệu quả năng lượng gió và mặt trời, tăng cường an ninh năng lượng và giảm phát thải khí nhà kính. Với việc đưa ra khung pháp lý mới, công nghệ hệ thống lưu trữ năng lượng pin (BESS) dự kiến sẽ trở thành nền tảng để thúc đẩy quá trình chuyển đổi năng lượng và đạt được mục tiêu phát thải ròng bằng 0 vào năm 2050.

“Quy hoạch điện lực lần thứ 8” điều chỉnh xác định phát triển năng lượng tái tạo là một trong những trụ cột của quá trình chuyển đổi năng lượng. Đến năm 2030, năng lượng tái tạo (không bao gồm thủy điện) dự kiến chiếm khoảng 28% đến 36% tổng công suất lắp đặt; trong đó sản lượng điện mặt trời đạt 46.459 - 73.416 MW. Đồng thời, các nguồn tích trữ năng lượng bao gồm hệ thống lưu trữ năng lượng bằng pin và trạm thủy điện tích năng, có quy mô dự kiến từ 10.000 đến 16.300 MW, tạo nền tảng cho hệ thống điện vận hành linh hoạt hơn.

Các chuyên gia tin rằng việc mở rộng quy mô năng lượng gió và năng lượng mặt trời sẽ không chỉ giúp đa dạng hóa nguồn cung cấp năng lượng mà còn giảm dần sự phụ thuộc vào sản xuất điện đốt than và nhiên liệu hóa thạch, vốn đang tạo ra lượng lớn khí thải nhà kính. Chính phủ Việt Nam đã ban hành Nghị định số 243/2026/NĐ-CP ngày 26/6/2026 nhằm tạo cơ sở pháp lý cho hệ thống lưu trữ năng lượng pin, đồng thời tạo điều kiện cho việc kết hợp hệ thống lưu trữ năng lượng pin và năng lượng mặt trời áp mái khép kín. Điều này được kỳ vọng sẽ thúc đẩy sự phát triển của thị trường lưu trữ năng lượng, nâng cao hiệu quả sử dụng điện sạch và giảm áp lực cho hệ thống điện quốc gia.
